Two seems good - CEO and Patient should be nice and efficient ...
It's only the public health system, just go private if it doesn't suit you.

So bloated bureaucracy, inefficiency, wasteful spending and lack of patient care are all good because it’s the public system as set up by Ardern and the Labour Party.
