It will improve, but it won't improve that much. I would guess you either have internal wiring issues or you're a long way from the cabinet/exchange. Do you know what the attenuation is? It should tell you somewhere in the modem's webpages. Do you have VDSL capable master filter fitted? As a business if you have a lot of users connecting to VMs or remote desktops then fibre might make a difference, but the users don't really need fibre for that. I was using remote desktop to servers in Sydney on ADSL for several years - the per-user bandwidth requirements are quite low.
